Public Utility Regulatory Policies Act (PURPA)

Congress enacted the Public Utility Regulatory Policies Act of 1978 (PURPA) to promote energy conservation, efficient use of facilities and resources, and equitable customer rates.

Title I of PURPA sets forth electric utility standards for consideration by state regulatory authorities and non-regulated utilities.  PURPA tasked state regulatory authorities and non-regulated utilities to consider adopting proposed standards to further the Act’s objectives.

PURPA has been amended since 1978 several times and TVEC has considered those standards as required by the Act.

Currently, TVEC is working to gather information on two additional standards that were included in the Infrastructure Investment and Jobs Act. The standards under consideration are Demand Response Practices (Demand Response) and Electric Vehicle Charging Programs (EV).

TVEC will accept written comments from the public until January 30, 2025. The Board will make a final determination regarding each standard by February 28, 2025.
